About Home Weatherization Assistance

CSA’s Weatherization Assistance Program (WAP) helps low-income households in Northern Nevada cut energy bills by improving home energy efficiency. The program currently serves residents of Washoe, Churchill, Douglas, Lyon, and Storey Counties, as well as Carson City.

This program can help reduce energy costs by repairing, replacing, or upgrading things in your home that use the most energy. Through these energy conservation measures participating households can improve the health and safety of their homes. 

This saves participants an average of $283 or more annually.

What is Weatherization?

Our professionally trained weatherization crew uses energy assessments and diagnostic equipment to analyze your home to determine cost effective measures and to identify any health and safety concerns. This includes checking indoor air quality, combustion safety, carbon monoxide, and identifying mold infestations – which are all indications of energy waste. We then work with local contractors to install approved measures free of charge to qualifying households.

Who is Eligible?

  • Households earning 200% or less of the federal poverty level qualify for free services.
  • Landlords might share 50% of costs for eligible rental property improvements.
  • Open to all residents of  Washoe County, Carson City, and the western rural counties of Churchill, Douglas, Lyon, and Storey who meet income eligibility guidelines.

How to Apply

Eligible households can start by completing the CSA Weatherization Application. 

Applications are reviewed in the order received and placed on a program waitlist based on a priority points system. Eligible applicants will be contacted to confirm their program eligibility and provided an expected timeline for scheduling an energy audit.

Home Weatherization Assistance

Weatherization Contractors

On an annual basis Community Services Agency Development Corporation (CSADC) solicits contractors to submit quotations to provide residential Weatherization services to approximately 120 households across northwestern Nevada, including single-family residences, mobile homes, and multi-family housing. The public Request for Quotations for SFY2027 closed on June 15, 2026. However, the agency encourages interested contractors to reach out about available opportunities by emailing weatherization@csareno.org or calling (775) 786-6023 ext. 1020. 

We utilize licensed contractors providing services to the Northwestern Nevada area in a number of specialty areas, including: 

  • General Contractors for home repair, restoration, and improvement
  • Residential HVAC and Plumbing
  • Insulation Installers
  • Window Installers
  • Roofers
  • Home Performance/Residential Energy
  • Decontamination, Hazard Removal, Pest Remediation
  • General Handyperson

Our contractor partners are critical to the success of our program and there are many benefits to participating as an approved contactor.

  • Average of $10,000 – $15,000 of work ordered per project
  • Funding available for staff training, certifications, and credentials

At a minimum, contractors must meet the following requirements to participate in this program:

  • Possess appropriate Nevada business and contracting licenses, insurance and bonding; and if applicable, Manufactured Housing Division License; and have not been debarred from any public contract (federal, state or local).
