About Home Weatherization Assistance

CSA’s Weatherization Assistance Program (WAP) in Washoe County helps low-income households cut energy bills by improving home energy efficiency.

This program can help reduce energy costs by repairing, replacing, or upgrading things in your home that use the most energy. Through these energy conservation measures participating households can improve the health and safety of their homes. 

This saves participants an average of $283 or more annually.

What is Weatherization?

Our professionally trained weatherization crew uses energy assessments and diagnostic equipment to analyze your home to determine cost effective measures and to identify any health and safety concerns. This includes checking indoor air quality, combustion safety, carbon monoxide, and identifying mold infestations – which are all indications of energy waste. We then work with local contractors to install approved measures free of charge to qualifying households.

Who is Eligible?

  • Households earning 200% or less of the federal poverty level qualify for free services.
  • Landlords might share 50% of costs for eligible rental property improvements.
  • Open to all Washoe County residents.
  • Prioritizes seniors, households with children under 6 years old, and individuals with disabilities.

How to Apply

Residents of Washoe County can start by completing the CSA Weatherization Application. 

Applications are reviewed in the order received. Eligible applicants will be contacted to schedule an energy audit.

Weatherization Contractors

On an annual basis Community Services Agency Development Corporation (CSADC) solicits contractors to submit quotations to provide residential Weatherization services to approximately 120 households in Washoe County, including single-family residences, mobile homes, and multi-family housing.

We are looking for licensed contractors providing services to the Washoe County area in a number of specialty areas, including: 

  • General Contractors for home repair, restoration, and improvement
  • Residental HVAC and Plumbing
  • Insulation Installers
  • Window Installers
  • Roofers
  • Home Performance/Residental Energy
  • Decontamination, Hazard Removal, Pest Remediation
  • General Handyperson

Our contractor partners are critical to the success of our program and there are many benefits to participating as an approved contactor. 

  • Guaranteed annual work, year-round work orders
  • Funding available for staff training and certifications
  • Average of $10,000 – $15,000 spent per home
  • 30-60 projects available annually, based on capacity and funding
  • Opportunity to impact the lives of vulnerable families in our community


At a minimum, contractors must meet the following requirements to participate in this program:

  • Possess appropriate Nevada business and contracting licenses, insurance and bonding; and if applicable, Manufactured Housing Division License; and have not been debarred from any public contract (federal, state or local).
